Infrastructure procurement: The Government of Cambodia has placed infrastructure development at the top of its priority list in its Rectangular Strategy and National Strategic Development Program (NSDP) as a means to fostering economic growth through competitiveness and diversification.
The lack of public funding remains a major obstacle for infrastructure development, hence the Government of Cambodia looks to Public-Private Partnerships (PPPs) for access to private financing as well as managerial and technical competencies.
PPP projects: A number of private investments have taken place in the power sector, in particular hydro-power projects. Transport, tourism, ICT and telecommunications sectors have experienced a small but growing number of private investments. The level of private investment in areas such as water and transport remains low, however. No larger PPP projects have been implemented in the social sector (e.g. health or education).
